- Heat the olive oil in a large oven-safe skillet or saucepan. Cook the onion, carrots, and celery over medium heat for 8-10 minutes, stirring occasionally, until softened.
- Add the garlic and cook for 30 seconds. Add the ground beef, break it up with a spoon, and cook for 6-8 minutes until well browned; drain excess fat if needed.
- Stir in the flour and tomato paste, then cook for 1-2 minutes. Add the chopped tomatoes, 400-500 ml beef stock, Worcestershire sauce, thyme, and bay leaf.
- Bring the filling to a simmer and cook uncovered for 25-35 minutes, stirring occasionally, until thick and spoonable. Stir in the peas during the final 5 minutes, remove the bay leaf, and adjust the seasoning.
- Meanwhile, boil the potatoes in salted water for 15-20 minutes, until completely tender. Drain well and let them steam-dry briefly before mashing.
- Mash the potatoes with the butter, warm milk, salt, and pepper. Mix just until smooth; overmixing can make the potatoes gluey.
- Spoon the beef mixture into a baking dish if it is not already in an oven-safe skillet. Spread the mashed potatoes over the filling, roughen the surface with a fork, and add a little grated Cheddar if desired.
- Bake at 200°C/180°C fan/400°F for 25-30 minutes, until bubbling at the edges and golden on top. Use the grill or broiler briefly at the end for deeper browning, if desired.
- Rest the cottage pie for 10 minutes before serving. This gives the gravy time to firm slightly, making each portion easier to lift and serve.
Notes
For the richest flavor, brown the beef and vegetables thoroughly. The assembled pie may be refrigerated before baking; add approximately 10-15 minutes to the baking time when cooking it directly from cold. A splash of red wine may be used to deglaze the browned beef and vegetables before adding the stock, but it is optional.
