- Combine the chili powder, paprika, kosher salt, cumin, oregano, garlic powder, black pepper, and cayenne pepper in a small bowl.
- Pat the sirloin dry with paper towels. Rub it with 1 tablespoon olive oil, then coat every surface thoroughly with the spice mixture and let it stand at room temperature for about 30 minutes.
- Combine the parsley, cilantro, extra-virgin olive oil, red-wine vinegar, garlic, kosher salt, and red-pepper flakes in a bowl. Stir well and let the chimichurri stand while the steak cooks.
- Heat a grill or grill pan over high heat. Grill the steak for approximately 5 to 7 minutes per side for medium-rare, adjusting for thickness.
- Use an instant-read thermometer and remove the steak at about 125 to 130°F for medium-rare, or cook it to your preferred doneness. Rest it for 5 to 10 minutes, then slice thinly across the grain and serve with chimichurri.
Notes
Chop the herbs by hand for the best texture, and prepare the chimichurri 15 to 30 minutes ahead when possible. Use an instant-read thermometer because steak thickness changes cooking time; the internal temperature will rise several degrees during resting.
