- Soften the cream cheese at room temperature for about 30 minutes. Finely chop the scallions, using both the white and green parts.
- Place the softened cream cheese in a bowl and stir or beat until smooth and creamy.
- Mix in the chopped scallions, salt, black pepper, and garlic powder if using.
- Add the sour cream, milk, or heavy cream a teaspoon at a time until the desired spreading consistency is reached. Avoid overmixing after adding the liquid.
- Cover and refrigerate for 20–30 minutes so the scallion flavor can develop. Stir before serving.
Notes
Use full-fat cream cheese for the richest texture. Store the finished spread in an airtight container in the refrigerator for up to 5 days, and do not leave it at room temperature for more than 2 hours.
