- Cook the pasta in salted water until it is 1 to 2 minutes shy of al dente, following the package directions. Drain well.
- Meanwhile, brown the lean ground beef or turkey in a large skillet over medium heat. Drain excess fat if necessary.
- Add the chopped onion and green bell pepper to the skillet. Cook for about 4 to 5 minutes, stirring occasionally, until the vegetables soften.
- Stir in the undrained diced tomatoes, tomato sauce, Italian seasoning, optional garlic, salt, and black pepper. Simmer for 3 to 5 minutes.

- Transfer the mixture to the prepared baking dish. Sprinkle with reduced-fat mozzarella and arrange the turkey pepperoni over the top.
