- Heat the oven to 350°F (175°C) and line baking sheets with parchment paper.
- Whisk the flour, cream of tartar, baking soda, and salt together in a medium bowl.
- Beat the softened butter and 1 1/2 cups granulated sugar for 2–3 minutes, until light and fluffy.
- Beat in the eggs one at a time, then mix in the vanilla extract.
- Add the dry ingredients and mix only until a soft dough forms. Chill for 20–30 minutes if the dough is very soft or sticky.
- Stir the coating sugar and cinnamon together in a small bowl. Scoop approximately 1 1/2-inch portions, roll them into balls, and coat them in the cinnamon sugar.
- Place the balls about 2 inches apart on the prepared baking sheets and bake for 8–10 minutes, until the edges are set while the centers remain slightly soft and puffy.
- Cool the cookies on the baking sheet for 5 minutes, then transfer them to a wire rack.
