Step-by-Step
  1. Heat the oven to 425°F and grease a 9-by-13-inch baking dish. Toss the small cauliflower florets with olive oil, Italian seasoning, garlic powder, salt, and black pepper.
  2. Spread the seasoned cauliflower on a baking sheet and roast for 15 to 20 minutes, until just tender and lightly browned. Roasting first helps remove excess moisture and gives the finished casserole a firmer texture.
  3. Transfer the roasted cauliflower to the prepared baking dish. Stir in the pizza sauce, 1 cup of the shredded mozzarella, and half of the pepperoni.
  4. Spread the mixture evenly in the dish. Sprinkle the remaining mozzarella and Parmesan over the top, then add the dried oregano and remaining pepperoni.
  5. Bake at 425°F for 10 to 15 minutes, until the cheese is melted, bubbling, and lightly browned. For a darker pizza-style topping, broil for 1 to 2 minutes at the end, watching closely.
  6. Let the casserole stand for 5 minutes before serving. This brief rest helps the sauce settle and makes each portion easier to scoop.

Notes

Do not skip roasting or thoroughly draining the cauliflower because excess water can make the casserole soupy. Use a thick pizza sauce, avoid too many wet toppings, and place a few pepperoni slices on top during the final bake for crispier edges. Frozen cauliflower florets or cauliflower rice may be used if thawed and drained very thoroughly.
