- Heat the oven to 350°F (175°C) and line a 12-cup muffin pan with paper liners.
- Whisk the flour, baking soda, baking powder, salt, cinnamon, and nutmeg together in a medium bowl.
- In a separate bowl, whisk the eggs, granulated sugar, brown sugar, oil, and vanilla until smooth.
- Add the dry mixture to the wet mixture and stir just until combined. Fold in the grated carrots and optional nuts without overmixing.
- Divide the batter among the liners, filling each about two-thirds to three-quarters full.
- Bake for 18-22 minutes, until the tops spring back lightly and a toothpick inserted in the center comes out clean or with a few moist crumbs.
- Cool the cupcakes in the pan for about 5 minutes, then transfer them to a rack and cool completely.
- Beat the softened cream cheese and butter until smooth. Gradually add the confectioners' sugar, then beat in the vanilla and salt.
