- Whisk the flour, baking powder, salt, and optional sugar together in a large mixing bowl.
- Cut in the cold butter with a pastry cutter or your fingertips until the mixture resembles coarse crumbs.
- Add the milk or buttermilk and stir only until a soft, slightly lumpy dough forms. Do not overmix.
- Divide the dough among the muffin cups, filling each about two-thirds to three-quarters full.

Notes
