  1. Heat the oven to 425°F (220°C). Grease a 12-cup muffin pan or line it with paper liners.
  2. Whisk the flour, baking powder, salt, and optional sugar together in a large mixing bowl.
  3. Cut in the cold butter with a pastry cutter or your fingertips until the mixture resembles coarse crumbs.
  4. Add the milk or buttermilk and stir only until a soft, slightly lumpy dough forms. Do not overmix.
  5. Divide the dough among the muffin cups, filling each about two-thirds to three-quarters full.
  6. Bake for 15 to 18 minutes, until the tops are lightly golden and a toothpick inserted into the center comes out clean.
  7. Cool the muffins for 5 minutes in the pan, then serve warm.

Notes

Keep the butter cold and handle the dough as little as possible for a light, tender texture. Measure flour by weight when possible, or spoon it into a measuring cup and level it. For a savory version, add ½ cup shredded cheddar cheese, chopped chives, or cooked crumbled bacon.
